When I build a water pump, it displays the flashing bolt, indicating it needs power. However when I hook it up to the power station with electricity cables the bolt doesn't flash anymore but water is still not provided to the objects. (Prison Architect Alpha 10)

Make sure you use Large Pipes from the pumping station to get the water close to the places it's needed, then use Small Pipes to connect to toilets etc. A small pipe can only transport water for a length of 39 squares; large pipe lengths are not limited. They actually have a limit of around 700 tiles.
A picture showing the Utilities view of your prison would help.
